KERJASAMA JEPANG-ASEAN DALAM MENGURANGI MARINE PLASTIC DEBRIS ASEAN DI KAWASAN INDO PASIFIK

Abstrak

Kawasan Indo Pasifik menjadi penyumbang sampah plastik laut terbesar dunia. Sampah plastik ini terbawa aliran sungai besar negara Asia Tenggara yang kemudian membendung di Samudera Hindia dan Pasifik. Permasalahan sampah plastik laut cukup kompleks karena menyebabkan kerusakan lingkungan, dampak ekonomi, penurunan kesehatan biota laut, dan mengancam kesehatan manusia yang mengonsumsi. Jepang dan ASEAN bekerjasama untuk mengatasi masalah ini dalam salah satu proyek Joint Statement Japan Cooperation on ASEAN Outlook on the Indo Pacific (AOIP). Penelitian ini berfokus pada kerjasama Jepang dan ASEAN dalam mengatasi sampah plastik laut (Plastic Marine Debris) dalam teori kerjasama keamanan maritim dan Regional Security Complex. Penelitian ini menggunakan metode kualitatif dengan tipe penelitian deskriptif yang menghasilkan kerjasama Jepang-ASEAN berupa pelatihan, pengelolaan limbah, promosi penanggulangan sampah laut, koordinasi berbagai pihak, dan aksi kolaborasi UNEP. Kerjasama ini melahirkan penguatan kesadaran, edukasi, dan (amity) Jepang-ASEAN yang mendukung keamanan maritim dan ekonomi kawasan Indo Pasifik.

The Indo Pacific region is the world's larger contributor to marine plastic debris. This plastic waste is carried by the flow of large rivers of Southeast Asian countries which then stem in the Indian and Pacific Oceans. The problem of marine plastic debris is quite complex because it causes environmental damage, economic impact, decreases the health of maritime biota, and threatens the health of humans who consume. Japan and ASEAN are working together to address this issue in one of the Joint Statement Japan Cooperation on ASEAN Outlook on the Indo Pacific (AOIP) projects. This research focuses on Japan and ASEAN cooperation in overcoming plastic marine debris in the theory of maritime security cooperation and Regional Security Complex. This research uses qualitative methods with descriptive research types that result in Japan-ASEAN cooperation in athe form of training, waste management, promotion of marine debris prevention, coordination of various parties, and UNEP collaborative actions. This cooperation resulted in the strengthening of Japan-ASEAN awareness, education, and (amity) that supports the maritime and economic security of the Indo Pacific region.
