PROGRAM PEMERINTAH DAN DINAMIKA PARTISIPASI MASYARAKAT UNTUK OPTIMALISASI KEBERFUNGSIAN SOSIAL
Abstrak
Partisipasi masyarakat dalam program pemerintah memegang peranan penting dalam mengoptimalkan potensi keberfungsian sosial masyarakat. Kajian dalam penelitian ini bertujuan untuk mengeksplorasi dinamika partisipasi masyarakat dalam program pemerintah serta dampaknya terhadap keberfungsian sosial. Pendekatan studi kepustakaan digunakan untuk menganalisis literatur yang relevan, memanfaatkan data dari jurnal ilmiah, buku, dan dokumen kebijakan. Hasil kajian dari penelitian ini menunjukkan bahwa tingkat partisipasi masyarakat bervariasi, tergantung pada konteks sosial, ekonomi, dan budaya. Partisipasi aktif dalam perencanaan program cenderung meningkatkan rasa memiliki terhadap program, sementara keterlibatan yang efektif pada tahap pelaksanaan dan evaluasi mampu memperkuat kohesi sosial, solidaritas komunitas, dan kepercayaan terhadap pemerintah. Namun, ditemukan bahwa hambatan dalam komunikasi, kurangnya transparansi, dan kapasitas masyarakat yang terbatas sering menjadi kendala dalam menciptakan partisipasi yang inklusif dan berkelanjutan. Penelitian ini menyimpulkan bahwa strategi peningkatan kapasitas masyarakat, transparansi informasi, dan pendekatan yang inklusif sangat penting untuk meningkatkan efektivitas partisipasi masyarakat.
Community participation in government programs plays a crucial role in optimizing the potential for social functioning within society. This study aims to explore the dynamics of community participation in government programs and its impact on social functioning. A library research approach was used to analyze relevant literature, utilizing data from scientific journals, books, and policy documents. The findings of this study indicate that the level of community participation varies depending on social, economic, and cultural contexts. Active participation in program planning tends to enhance a sense of ownership, while effective engagement in the implementation and evaluation stages strengthens social cohesion, community solidarity, and trust in the government. However, communication barriers, lack of transparency, and limited community capacity are often obstacles to creating inclusive and sustainable participation. This study concludes that strategies to enhance community capacity, ensure information transparency, and adopt inclusive approaches are crucial to improving the effectiveness of community participation.
