Abstract

Establishment of aquatic conservation area in East Belitung Regency is a way of local goverment to support management of aquatic conservation area nationally so as to preserve coral reefs ecosystems. Therefore, management strategy is needed to encourage the implementation of optimally of aquatic conservation area management for coral reefs conservation with sustainable utilization. The research conducted between June and October aims to identify factors influencing management strategies and to examine those to obtain proper and detailed plans for the  management. Qualitative methodology was used in this research and data were collected by depth interviews, literature studies, and observations regarding to the facts or situations affecting the strategies. The result has been shown that the strength of coral reefs potency are the dominant boosting factors, whereas, threats causing damage are the inhibiting factors on managing Local Aquatic Conservation Areas of East Belitung Regency. The strategic position map is resulted in the first quadrant shows that strategy is implemented to endorse aggressive growth policy through institutional strengthening and coral reefs utilization for ecotourism, education, and conservation. Providing alternative livelihoods for local community by marine tourism has chances developed in order to increase community incomes.
