PERAN PEMERINTAH DALAM PEMBERDAYAAN USAHA MIKRO KECIL DAN MENENGAH (UMKM) PADA MASA PANDEMI COVID-19 TAHUN 2021 DI KOTA CIMAHI (STUDI PADA DINAS PERDAGANGAN, KOPERASI, USAHA KECIL MENENGAH, DAN PERINDUSTRIAN KOTA CIMAHI)

Abstrak

The COVID-19 pandemi has greatly affected all aspects of life in society, including the economy. Micro, Small and Medium Enterprises are feeling the impact of the pandemi. Seeing these conditions, the Cimahi City Government empowers MSME actors so that they can rise and survive during the pandemi. The Cimahi City Government, in this case the Industry and Trade Ministry, empowers MSME actors by performing various roles. The purpose of this study is to examine and describe how the Government's Role in Empowering Micro, Small and Medium Enterprises during the 2021 Covid-19 Pandemi in Ciamhi City in terms of the theory of the government's role in community empowerment according to Soares, A., Nurpratiwi, R & Makmur , M which is seen from four aspects, namely the role of entrepreneur, koordinator, facilitator and stimulator. The method used is descriptive research with qualitative methods. Based on the results of the study, the government's role in empowering MSMEs during the Covid-19 pandemi was quite good because the government made various efforts to raise MSMEs during the pandemi, starting from training, capital support to facilitation of business legality. However, there are still some things that need to be evaluated and optimized, such as not yet fully running because there are still many MSMEs that have not participated in programs organized by the government and the provision of material has not been systematized so that there are still many business actors who do not know how to start and run a business. This is something that needs to be improved in the future so that the MSME empowerment program during the pandemi in Cimahi City is even better.

Pandemi Covid-19 sangat memengaruhi segala aspek kehidupan di masyarakat termasuk dalam bidang ekonomi. Usaha Mikro Kecil dan Menengah ikut merasakan dampak akibat adanya pandemi tersebut. Melihat kondisi tersebut, Pemerintah Kota Cimahi melakukan pemberdayaan kepada para pelaku UMKM agar mereka dapat bangkit dan bertahan pada masa pandemi. Pemerintah Kota Cimahi dalam hal ini Disdagkoperin melakukan pemberdayaan kepada para pelaku UMKM dengan melakukan berbagai  peran. Tujuan dari penelitian ini adalah untuk mengkaji dan mendeskripsikan bagaimana Peran Pemerintah dalam Pemberdayaan Usaha Mikro, Kecil dan Menengah pada masa Pandemi Covid-19 Tahun 2021 di Kota Ciamhi ditinjau dari teori peran pemerintah dalam pemberdayaan masyarakat menurut Soares, A., Nurpratiwi, R & Makmur, M yang dilihat dari empat aspek yaitu peran sebagai entrepreneur, koordinator, fasilitator dan stimulator. Metode yang digunakan yaitu penelitian deskriptif dengan metode kualitatif. Berdasarkan hasil penelitian, peran pemerintah dalam pemberdayaan UMKM pada masa pandemic Covid-19 sudah cukup baik karena pemerintah melakukan berbagai upaya untuk membangkitkan UMKM pada masa pandemi mulai dari pelatihan, dukungan modal hingga fasilitasi-fasilitasi legalitas usaha. Namun masih ada beberapa hal perlu dievaluasi dan dioptimalkan dikarenakan masih banyak UMKM yang belum mengikuti program yang diselenggarakan pemerintah dan pemberian pematerian yang belum tersistemasi sehingga masih banyak pelaku usaha yang belum mengetahui bagaimana cara untuk memulai dan menjalankan usaha. Hal tersebut yang kedepannya perlu diperbaiki agar program pemberdayaan UMKM pada masa pandemi di Kota Cimahi lebih baik lagi
