PENERAPAN E - GOVERNMENT MELALUI PENYELENGGARAAN PELAYANAN PEMBUATAN DOKUMEN KEPENDUDUKAN PADA SITUS WEB “PERMEN MANIS” DI DINAS KEPENDUDUKAN DAN PENCATATAN SIPIL KOTA BANDARLAMPUNG TAHUN 2021

Abstrak

Penelitian ini berjudul “Penerapan e – Government melalui penyelenggaraan pelayanan pembuatan dokumen kependudukan melalui situs web ‘Permen Manis’ di Dinas Kependudukan dan Pencatatan Sipil Kota Bandarlampung tahun 2021” bertujuan untuk mendeskripsikan serta menganalisis pelaksanaan e – Government menggunakan teori elemen sukses penerapan e – Government Prof. Dr. Indrajit yang terdiri dari elemen support, capacity dan value. Serta untuk mengetahui kekuatan, kelemahan, peluang dan ancaman. Metode penelitian yang digunakan adalah kualitatif dengan teknik pengumpulan data wawancara, observasi dan dokumentasi. Hasil dari penelitian, penulis menemukan bahwa e – Government di DISDUKCAPIL Kota Bandarlampung sudah cukup baik apabila dilihat dari sisi support dan value. Namun, pada aspek capacity terdapat kendala seperti belum primanya kinerja situs web, SDM yang kurang kompeten dan finansial yang kurang menjadi hal yang harus diperhatikan oleh DISDUKCAPIL Kota Bandarlampung. Berdasarkan hasil penelitian, penulis menyimpulkan bahwa penerapan e – Government sudah berjalan cukup baik tetapi masih terdapat beberapa aspek yang belum berjalan optimal. Oleh karena itu, masih diperlukan alternatif dan monitoring secara berkala agar pelayanan menjadi lebih baik

This research aims to describe and analyze the implementation of e-Government by using the theory of successful elements of the application of e-government by Prof. Dr. Indrajit which consists of elements support, capacity and value. And to know the strengths, weaknesses, opportunities and threats.The research method used is qualitative using interview, observation and documentation data collection techniques. The results of the research, the researchers found that e-Government at DISDUKCAPIL Bandarlampung City was quite good from the side of support and value. However, in the capacity aspect there are obstacles such as the website's performance is not yet excellent, incompetent human resources and lack of finance are things that must be considered by DISDUKCAPIL Bandarlampung City. Based on the result, the researchers conclude that e-Government at DISDUKCAPIL Bandarlampung City has been running quite well but there are still some aspects that have not run optimally. Therefore, alternatives and regular monitoring are still needed to improve service.
