Taat karena Membenarkan: Pembenaran Sistem Aparat Pemerintahan Desa dalam Penerimaan Kebijakan Pembangunan Bandara Internasional Yogyakarta
Abstrak
Pembangunan Bandara Internasional Yogyakarta memicu konflik pada warga yang terdampak. Meski turut terdampak oleh pembangunan, sebagian besar kepala dukuh memilih untuk menerima bandara. Penerimaan kepala dukuh terhadap pembangunan perlu diteliti untuk menyingkap dinamika pengambilan keputusan aparat pemerintahan desa dalam konflik agraria. Penelitian naratif ini mewawancarai tiga kepala dukuh yang sebagian besar warganya, termasuk diri mereka sendiri, menerima relokasi untuk pembangunan. Penelitian ini memperlihatkan bahwa ketaatan partisipan untuk menerima bandara adalah hasil dari pembenaran sistem yang melatarbelakangi pembangunan. Pembenaran sistem partisipan diwujudkan dalam tiga hal. Pertama, dalam menyikapi proses pembangunan, partisipan mempercayai wacana pemerintah, melakukan rasionalisasi, dan melempar tanggung jawab melalui dalih utilitarian, teknokratik, dan birokratik. Kedua, dalam bertindak sebagai kepala dukuh, partisipan memaknai peran mereka dengan sedemikian rupa sehingga menyokong pembangunan. Ketiga, dalam menilai hasil pembangunan, partisipan bertumpu pada sistem yang ada untuk menyikapi dampak pembangunan. Pembenaran sistem yang membawa mereka menerima pembangunan dijamin dan dibentuk oleh ketergantungan mereka terhadap pemerintah yang ditentukan oleh keamanan karir mereka. Penelitian ini memperlihatkan pentingnya status dan kepentingan material dalam pembenaran sistem yang menghasilkan ketaatan terhadap kebijakan.
