Mengatasi Tantangan Logistik dalam Humanitarianisme: Pembelajaran Strategi dari Pemerintah Tiongkok

Abstrak


Aspek logistik merupakan bagian paling krusial dalam aksi kemanusiaan, terutama di dalam hubungannya dengan penyaluran bantuan bagi para korban. Meski negara-negara mengakui krusialitas dari aspek logistik dalam humanitarianisme, hanya ada beberapa negara saja yang benar-benar menyikapi hal tersebut dengan serius, yang mana Tiongkok adalah salah satunya. Tiongkok sebagai salah satu emerging economies yang dinyatakan layak untuk menjadi role model bagi negara-negara lain memiliki strategi yang komprehensif untuk mengatasi berbagai tan-tangan yang ada sehingga hal tersebut dapat menjadi pembelajaran bagi negara lain. Penelitian ini berfokus pada strategi pemerintah Tiongkok dalam menghadapi tantangan-tantangan logistik saat operasionalisasi aksi-aksi kemanusiaan. Pendekatan yang penulis gunakan dalam penelitian ini adalah pendekatan humanitarianisme logistik yang berfungsi untuk menjelaskan bagaimana langkah-langkah strategis pemerintah Tiongkok dilakukan berdasarkan empat unsur utama dalam operasionaliasi logistik: kelengkapan peralatan, ketersediaan infrastruktur, teknologi informasi, serta keselarasan prosedur dan kebijakan. Temuan yang terdapat dalam penelitian ini adalah pelajaran strategi yang bisa digunakan sebagai dasar bertindak bagi negara-negara lain ketika mengoperasikan logistik dalam humanitarianisme.
