Kebijakan Uni Eropa dalam Menangani Sampah Antariksa

Abstrak


Eksplorasi antariksa merupakan kegiatan pemanfaatan ruang antariksa untuk kebutuhan umat manusia di muka bumi. Aktivitas yang dilakukan berupa peluncuran satelit-satelit buatan manusia telah dilakukan oleh negara-negara yang memiliki kapabilitas eksplorasi di sektor ini, sudah berlangsung sejak tahun 1950an. Efek dari kegiatan eksploari antaraika yang bersifat membahayakan kehidupan manusia di permukaan bumi adalah sampah antariksa, yaitu berupa satelit yang sudah tidak aktif yang menurut ketentuan internasional negara peluncur harus bertanggung jawab. Bagaimanakah kebijakan Uni Eropa terkait masalah ini? Riset ini menggunakan metode kualitatif, disertai teknik analisis dengan pendekataan triangulasi data. Hasil riset menunjukkan bahwa Uni Eropa telah memiliki kebijakan penanganan sampah antariksa yang tersusun dalam European Space Policy. European Space Policy ini memuat ketentuan tentang bagaimana penanganan sampah antariksa, sampai tidak berbahaya bagi kehidupan di permukaan bumi. Ketentuan ESP ini diikuti oleh negara-negara Uni Eropa dan ditrasformasi ke dalam hukum nasionalnya masing-masing.
