Peran Indonesia Sebagai Norm Entrepreneur Dalam Konsepsi Sentralitas ASEAN Melalui Inisiatif Karbon Lintas Batas Berbasis Teknologi Carbon, Capture and Storage (CCS)
Abstrak
Artikel ini membahas peran Indonesia sebagai pelopor inisiatif jaringan karbon lintas batas di ASEAN. Peran Indonesia akan dianalisis melalui teori peran yang diuraikan oleh Martha Finnemore dan Kathryn Sikkink, yakni norm entrepreneur. Isu ini dipilih karena masalah karbon lintas batas telah menjadi perhatian utama ASEAN, mengingat isu ini menjadikan konsepsi sentralitas ASEAN dalam posisi yang sulit. Dalam menghadapi isu karbon di kawasan, telah ditemukan tantangan dalam pengembangan kerangka kerja untuk jaringan transportasi dan penyimpanan karbon lintas batas. Melalui metode penelitian kualitatif ditemukan bahwa peran Indonesia sebagai norm entrepreneur dalam pembangunan kerangka kerja merupakan bagian dari upaya mempertahankan konsepsi sentralitas ASEAN, ang mana Indonesia memprakarsai program karbon lintas batas melalui pengembangan teknologi Carbon, Capture and Storage (CCS). Artikel ini menemukan bahwa terdapat pendekatan berbasis kebijakan dalam implementasi teknologi CCS yang menjadi model pertama di kawasan. Namun, direkomendasikan bahwa model dan pendekatan peran Indonesia dalam isu ini dapat diikuti oleh anggota ASEAN lainnya sehingga konsepsi sentralitas ASEAN dapat terpenuhi.
