KAPASITAS DINAS SOSIAL KOTA CIREBON DALAM PELAYANAN LANSIA TELANTAR DI LUAR PANTI SOSIAL

Abstrak

Dinas Sosial Kota Cirebon memiliki tugas dan fungsi untuk memberikan pelayanan kepada lansia telantar di luar panti sosial. Namun, pelayanan bagi lansia telantar belum mampu diberikan secara merata dan berkelanjutan. Dalam menyelenggarakan pelayanan bagi lansia telantar di luar panti sosial, dibutuhkan kapasitas organisasi yang memadai. Tujuan penelitian ini adalah menjelaskan kapasitas Dinas Sosial Kota Cirebon dalam pelayanan lansia telantar di luar panti sosial. Penelitian ini menggunakan teori kapasitas organisasi yang dikemukakan oleh Hall et al., (2003). Metode penelitian yaitu kualitatif dengan teknik pengumpulan data melalui observasi, wawancara, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa kapasitas Dinas Sosial Kota Cirebon dalam pelayanan lanjut usia telantar masih terbatas dan belum memadai. Hal ini dikarenakan jumlah sumber daya manusia masih terbatas dan belum terampil dalam penggunaan teknologi informasi, sumber keuangan hanya berasal dari APBD sehingga anggaran masih terbatas, infrastruktur dan proses yang belum memadai, serta kapasitas perencanaan dan pengembangan yang masih perlu untuk ditingkatkan. Sedangkan kapasitas hubungan dan jaringan sudah cukup memadai dan mampu meminimalisir dampak keterbatasan dari komponen kapasitas lainnya. Dapat disimpulkan bahwa belum memadainya kapasitas organisasi dalam pelaksanaan pelayanan lanjut usia telantar dikarenakan keterbatasan pada beberapa komponen, terutama kompetensi sumber daya manusia dan ketersediaan keuangan yang memberikan pengaruh terhadap komponen kapasitas lainnya. Saran dalam penelitian ini adalah Dinas Sosial Kota Cirebon perlu menyediakan program pendidikan dan pelatihan, membangun relasi kerja sama yang lebih luas, menyediakan fasilitas pelayanan yang lebih memadai, serta proses rekrutmen relawan sosial agar lebih memperhatikan keseimbangan usia muda dan dewasa.

The Cirebon City Social Service has the task and function to provide services to neglected elderly outside of social institutions. However, services for neglected elderly have not been able to be provided evenly and sustainably. In providing services for neglected elderly outside of social institutions, adequate organizational capacity is needed. The purpose of this study is to explain the capacity of the Cirebon City Social Service in providing services to neglected elderly outside of social institutions. This study uses the theory of organizational capacity proposed by Hall et al., (2003). The research method is qualitative with data collection techniques through observation, interviews, and documentation studies. The results of the study indicate that the capacity of the Cirebon City Social Service in providing services to neglected elderly is still limited and inadequate. This is because the number of human resources is still limited and not yet skilled in the use of information technology, financial sources only come from the APBD so that the budget is still limited, infrastructure and processes are inadequate, and planning and development capacity still needs to be improved. Meanwhile, the capacity of relationships and networks is sufficient and is able to minimize the impact of limitations from other capacity components. It can be concluded that the inadequate capacity of the organization in implementing services for the neglected elderly is due to limitations in several components, especially human resource competency and financial availability that affect other capacity components. The suggestion in this study is that the Cirebon City Social Service needs to provide education and training programs, build broader cooperation relations, provide more adequate service facilities, and the recruitment process for social volunteers to pay more attention to the balance between young and adult ages.
