IMPLEMENTASI KEBIJAKAN PENYERAHAN PRASARANA, SARANA, DAN UTILITAS (PSU) PERUMAHAN DI KOTA CIREBON

Abstrak

Implementasi kebijakan penyerahan Prasarana, Sarana, dan Utilitas (PSU) perumahan di Kota Cirebon masih rendah, dengan hanya 19 dari 143 perumahan (13,28%) yang menyerahkan PSU kepada Pemerintah Daerah hingga 2023. Riset ini menganalisis tantangan implementasi kebijakan serta merumuskan rekomendasi perbaikan menggunakan metode penelitian kualitatif melalui wawancara, observasi, dan studi literatur. Hasil riset menunjukkan bahwa regulasi yang ada telah memberikan pedoman yang jelas, tetapi masih terdapat kendala dalam hal kesadaran pengembang, kelengkapan dokumen, serta efektivitas pengawasan. Kompetensi badan pelaksana cukup baik, tetapi sosialisasi belum konsisten, sedangkan koordinasi antarorganisasi masih terkendala minimnya dukungan dari pengembang dan masyarakat. Faktor sosial dan politik menunjukkan bahwa perubahan regulasi dan tanggung jawab OPD meningkatkan jumlah penyerahan PSU perumahan, tetapi partisipasi masyarakat yang rendah dan alih fungsi PSU tetap menjadi tantangan. Oleh karena itu, diperlukan peningkatan kesadaran pengembang, optimalisasi sosialisasi, penguatan koordinasi, serta perbaikan mekanisme administrasi guna meningkatkan efektivitas kebijakan.

Implementation of housing infrastructure, facilities, and utilities (PSU) handover policy in Cirebon City until 2023 is still low, which is only 13.28% or 19 out of 143 housing submitted PSU to the Local Government. This research analyses the challenges of policy implementation and formulates recommendations for improvement using qualitative research methods through interviews, observations, and literature research. The results show that existing regulations have provided clear guidelines, but there are still obstacles in terms of developer awareness, document completeness, and supervision effectiveness. The competence of the implementing agency is quite good, but socialisation has not been consistent, while inter-organisational coordination is still constrained by the lack of support from developers and the community. Social and political factors show that changes in regulations and OPD responsibilities have increased the number of housing PSU deliveries, but low community participation and PSU conversion remain a challenge. Therefore, it is necessary to increase developer awareness, optimise socialisation, strengthen coordination, and improve administrative mechanisms to increase policy effectiveness.
