STRATEGI SISTEMIK ALPHABET INC. DALAM DOMINASI GLOBAL: ANALISIS PENDEKATAN WHITTINGTON

Abstrak


Dominasi Alphabet Inc. dalam ekosistem teknologi global memunculkan pertanyaan penting mengenai bagaimana strategi korporasi digital dibentuk dan dijalankan di tengah perbedaan konteks regulatif, sosial, dan politik lintas negara. Penelitian ini bertujuan menganalisis strategi global Alphabet Inc. dengan menggunakan pendekatan sistemik Richard Whittington, yang memandang strategi bukan semata sebagai keputusan ekonomi rasional, melainkan sebagai praktik yang tertanam dalam norma sosial, institusi, dan dinamika kekuasaan di tingkat lokal. Penelitian ini menggunakan pendekatan kualitatif-deskriptif dengan desain studi kasus komparatif yang berfokus pada empat konteks kebijakan utama, yaitu Uni Eropa, Amerika Serikat, India, dan sejumlah negara berkembang di Afrika. Data yang digunakan bersifat sekunder dan diperoleh melalui studi pustaka sistematis terhadap literatur akademik, dokumen kebijakan dan regulasi digital, laporan resmi perusahaan, serta laporan lembaga internasional dan pemberitaan media global yang bereputasi. Analisis dilakukan secara interpretatif untuk mengidentifikasi pola adaptasi strategi Alphabet dalam merespons tekanan regulasi, tuntutan legitimasi sosial, serta agenda politik lokal. Validitas data dijaga melalui triangulasi sumber, pengecekan konsistensi kronologi peristiwa, dan audit jejak data yang terdokumentasi secara sistematis. Hasil penelitian menunjukkan bahwa strategi Alphabet bersifat kontekstual dan plural, di mana kepatuhan terhadap regulasi dan pencarian legitimasi sosial berjalan berdampingan dengan kepentingan ekspansi pasar dan penguatan kontrol atas infrastruktur digital global.

 

The dominance of Alphabet Inc. within the global technology ecosystem raises critical questions regarding how digital corporate strategies are formulated and enacted amidst differing regulatory, social, and political contexts across nations. This study aims to analyze Alphabet Inc.'s global strategy by employing Richard Whittington's systemic approach, which conceptualizes strategy not merely as a rational economic decision but as a practice embedded within local social norms, institutions, and power dynamics. Utilizing a qualitative-descriptive approach, this research adopts a comparative case study design focusing on four key policy contexts: the European Union, the United States, India, and several developing nations in Africa. Secondary data was collected through a systematic literature review of academic sources, digital policy and regulatory documents, official corporate reports, and reputable international organization reports and global media coverage. Interpretative analysis was conducted to identify patterns in Alphabet's strategic adaptation in response to regulatory pressures, social legitimacy demands, and local political agendas. Data validity was ensured through source triangulation, chronological consistency checks, and a systematic documented audit trail. The findings reveal that Alphabet's strategy is contextual and pluralistic, where regulatory compliance and the pursuit of social legitimacy operate in tandem with the interests of market expansion and the reinforcement of control over global digital infrastructure.
