MODEL TATA KELOLA ZERO WASTE DALAM PENGELOLAAN SAMPAH ORGANIK BERBASIS CIRCULAR ECONOMY UNTUK MENDUKUNG SDGs

Abstrak


Pengelolaan sampah organik di perguruan tinggi menghadapi tantangan berupa belum optimalnya integrasi kelembagaan, koordinasi antaraktor, dan penerapan prinsip circular economy dalam pengelolaan sumber daya. Penelitian ini bertujuan menganalisis tata kelola zero waste dalam pengelolaan sampah organik serta merumuskan model tata kelola berbasis circular economy yang mendukung keberlanjutan di perguruan tinggi. Penelitian menggunakan pendekatan kualitatif dengan metode studi kasus di Sekolah Vokasi Universitas Padjadjaran. Data diperoleh melalui wawancara mendalam, observasi, dokumentasi, dan studi literatur, kemudian dianalisis menggunakan analisis tematik dan model analisis interaktif. Hasil penelitian menunjukkan bahwa pengelolaan sampah organik telah mengarah pada penerapan prinsip zero waste melalui pengolahan material organik menjadi kompos dan pengembangan Smart Growing Media sebagai bentuk pemanfaatan kembali sumber daya. Namun, implementasinya masih menghadapi keterbatasan berupa belum tersedianya SOP khusus, struktur pengelolaan yang terintegrasi, keterbatasan sumber daya, dan koordinasi yang sebagian masih bersifat informal. Penelitian menghasilkan Model Tata Kelola Zero Waste dalam Pengelolaan Sampah Organik Berbasis Circular Economy yang mengintegrasikan environmental governance, institutional governance, collaborative governance, dan mekanisme resource recovery yang diperkuat melalui monitoring, learning, dan perbaikan tata kelola. Model ini mendukung penerapan konsumsi dan produksi berkelanjutan serta selaras dengan SDG 12 dan berpotensi mendukung SDG 11, SDG 13, dan SDG 17.

 

Organic waste management in higher education institutions faces challenges related to suboptimal institutional integration, stakeholder coordination, and the application of circular economy principles in resource management. This study aims to analyze zero waste governance in organic waste management and to formulate a circular economy-based governance model that supports sustainability in higher education. This research utilized a qualitative approach with a case study method at the Vocational School of Universitas Padjadjaran. Data were collected through in-depth interviews, observation, documentation, and literature review, and subsequently analyzed using thematic analysis and interactive analysis models. The results indicate that organic waste management has progressed toward zero waste principles through the processing of organic material into compost and the development of Smart Growing Media as a resource reuse mechanism. However, implementation still faces constraints, including the absence of specific SOPs, an integrated management structure, limited resources, and reliance on partially informal coordination. This study yields a Circular Economy-Based Zero Waste Governance Model in Organic Waste Management that integrates environmental governance, institutional governance, collaborative governance, and resource recovery mechanisms, reinforced by monitoring, learning, and governance refinement. This model supports the implementation of responsible consumption and production, aligns with SDG 12, and has the potential to support SDG 11, SDG 13, and SDG 17.
