Keberlanjutan Rice Milling Unit (RMU) menjadi langkah mendesak dalam menjaga ketahanan pangan dan daya saing beras lokal di Provinsi Bali. Penelitian ini bertujuan untuk mengetahui indeks keberlanjutan usaha Rice Milling Unit serta merumuskan model bisnis inklusif berbasis Green Economy Management pada pengelolaan RMU. Jumlah responden sebanyak 252 orang ditentukan berdasarkan pendekatan sepuluh kali jumlah atribut penelitian. Analisis data menggunkan sustainability assesment yaitu metode Multidimensional Scaling (MDS) sustainability assesment. Hasil penelitian menunjukkan indeks keberlanjutan multidimensi sebesar 58,76 yang termasuk kategori cukup berkelanjutan. Dimensi lingkungan memiliki nilai tertinggi, sedangkan dimensi teknologi dan politik menjadi faktor pembatas utama. Uji Monte Carlo menunjukkan selisih nilai di bawah 5%, sehingga hasil analisis dinyatakan stabil dan reliabel. Berdasarkan analisis leverage menegaskan bahwa peningkatan keberlanjutan RMU memerlukan integrasi pembiayaan hijau, penguatan kemitraan petani, modernisasi teknologi hemat energi, pemanfaatan limbah berbasis ekonomi sirkular, dan kebijakan afirmatif. Model bisnis inklusif yang dirumuskan menempatkan RMU sebagai pusat integrasi antara petani, pemerintah, swasta, lembaga keuangan, dan pasar guna meningkatkan efisiensi, nilai tambah, dan ketahanan pangan daerah secara berkelanjutan.

Abstract

The sustainability of Rice Milling Units (RMUs) is an urgent step in maintaining food security and the competitiveness of local rice in Bali Province. This study aims to determine the sustainability index of Rice Milling Unit businesses and formulate an inclusive business model based on Green Economy in RMU management. The number of respondents, 252 people, was determined based on an approach ten times the number of research attributes. Data analysis used the Multidimensional Scaling (MDS). The results showed a multidimensional sustainability index of 58.76, which is categorized as fairly sustainable. The environmental dimension has the highest value, while the technological and political dimensions are the main limiting factors. The Monte Carlo test showed a difference in values below 5%, so the analysis results are declared stable and reliable. Based on the leverage analysis, it confirms that increasing the sustainability of RMU requires the integration of green financing, strengthening farmer partnerships, modernizing energy-saving technologies, utilizing waste based on a circular economy, and affirmative policies. The formulated inclusive business model positions RMU as the center of integration between farmers, the government, the private sector, financial institutions, and markets to increase efficiency, added value, and regional food security in a sustainable manner.
