KAPASITAS ORGANISASI DALAM MENINGKATKAN MUTU PENDIDIKAN MADRASAH DI INDONESIA ORGANIZATIONAL CAPACITY IN IMPROVING THE QUALITY OF EDUCATION MADRASAH IN INDONESIA

ABSTRAK
Salah satu faktor rendahnya mutu pendidikan Madrasah Ibtidaiyah di Kabupaten Bandung disebabkan karena kapasitas organisasi Kementerian Agama Kabupaten Bandung dalam melaksanakan tugasnya dalam rangka meningkatkan kualitas pendidikan agama belum maksimal. Penelitian ini bertujuan untuk melihat faktor-faktor apa saja yang mempengaruhi kapasitas organisasi Kementerian Agama dalam meningkatkan mutu pendidikan Madrasah Ibtidaiyah di Kabupaten Bandung. Aspek yang digunakan dalam penelitian kualitatif deskriptif ini ialah (1) personnel (sumber daya manusia), (2) infrastucture, technology, and financial resources (infrastruktur, teknologi, dan sumber daya keuangan), (3) strategic leadership (kepemimpinan strategis), (4) program and process management (program dan manajemen proses), dan (5) networking and linkages (jejaring kerjasama dan hubungan dengan pihak lain).
ABSTRACT
One of the factors of poor quality of Madrasah Ibtidaiyah education in Bandung Regency is due to the organizational capacity of the Ministry of Religion of Bandung Regency in performing its duties in order to improve the quality of religious education has not been maximized. This study aims to see what factors affect the organizational capacity of the Ministry of Religion in improving the quality of Madrasah Ibtidaiyah education in Bandung regency. The aspects used in this descriptive qualitative research are (1) personnel, (2) infrastructure, technology, and financial resources, (3) strategic leadership, (4) program and process management, and (5) networking and linkages.
