POLICY PAPER: KEBIJAKAN PEMULIHAN EKONOMI KABUPATEN KEPULAUAN SELAYAR PASCA PANDEMI COVID-19

Abstrak


Pemulihan ekonomi Kabupaten Kepulauan Selayar pasca pandemi COVID-19 menunjukkan kinerja yang belum optimal dan cenderung tidak merata antar sektor. Penelitian ini bertujuan untuk menganalisis permasalahan struktural dalam pemulihan ekonomi daerah serta merumuskan alternatif kebijakan yang efektif dan adaptif terhadap keterbatasan fiskal. Metode yang digunakan adalah analisis deskriptif-analitis berbasis data Produk Domestik Regional Bruto (PDRB) menurut lapangan usaha dan jenis pengeluaran periode 2018–2024, yang dipadukan dengan pendekatan analisis kebijakan. Hasil penelitian menunjukkan adanya policy gap dalam kebijakan pemulihan ekonomi, ditandai oleh stagnasi sektor primer, belum berkembangnya sektor industri pengolahan berbasis nilai tambah, lemahnya efisiensi logistik, serta ketergantungan pertumbuhan pada konsumsi rumah tangga. Selain itu, keterbatasan kapasitas fiskal dan rendahnya investasi turut membatasi efektivitas intervensi kebijakan konvensional. Berdasarkan temuan tersebut, dirumuskan kebijakan prioritas yang direkomendasikan adalah hilirisasi mikro terintegrasi berbasis rumah tangga dan klaster desa, karena dinilai paling efektif dalam meningkatkan pendapatan masyarakat, memperkuat keterkaitan sektor ekonomi, serta dapat diimplementasikan dengan kebutuhan fiskal yang relatif rendah namun berdampak luas dan berkelanjutan.

 

The economic recovery of the Selayar Islands Regency following the COVID-19 pandemic has shown suboptimal performance and tends to be uneven across sectors. This study aims to analyze structural issues in regional economic recovery and formulate effective and adaptive policy alternatives to address fiscal constraints. The method used is a descriptive-analytical analysis based on Gross Regional Domestic Product (GRDP) data by business sector and type of expenditure for the 2018–2024 period, combined with a policy analysis approach. The results indicate a policy gap in economic recovery policies, characterized by stagnation in the primary sector, underdevelopment of the value-added processing industry sector, weak logistics efficiency, and dependence on household consumption for growth. Furthermore, limited fiscal capacity and low investment also limit the effectiveness of conventional policy interventions. Based on these findings, the recommended priority policy is integrated micro-downstreaming based on households and village clusters, as it is considered the most effective in increasing community income, strengthening economic sector linkages, and can be implemented with relatively low fiscal requirements but with broad and sustainable impacts.
