RESILIENSI ORGANISASI DIREKTORAT JENDERAL PENCEGAHAN DAN PENGENDALIAN PENYAKIT DI MASA PANDEMI COVID-19
Abstrak
Penelitian ini dilatarbelakangi oleh fenomena Pandemi Covid-19 di Indonesia dan pemerintah yang terus mengeluarkan perubahan aturan dan kebijakan untuk menekan angka pandemi Covid-19. Namun, perubahan kebijakan yang dilakukan pemerintah untuk memutus mata rantai covid-19 telah menimbulkan masalah baru bagi sebagian besar lingkungan internal organisasi, termasuk Ditjen P2P. Penelitian ini bertujuan untuk mengetahui kemampuan resiliensi suatu organisasi yang dilakukan oleh Direktorat Jenderal P2P Kementerian Kesehatan pada masa Pandemi Covid-19, melalui pendekatan kualitatif, dengan menggunakan guidance theory resiliensi organisasi yang dikemukakan oleh Hollnagel et. (2011). Metode pengumpulan data yang digunakan adalah observasi, wawancara, studi dokumentasi dan studi literatur. Penelitian ini menggunakan teknik analis data melalui tiga tahapan yaitu kondensasi data, penyajian data, serta verifikasi data dan penarikan kesimpulan. Hasil penelitian ini menunjukkan bahwa Direktorat Jenderal P2P mampu bertahan selama krisis pandemi Covid-19 yang berdampak pada ketidakstabilan manajemen organisasi, namun masih terdapat beberapa kekurangan dan keterbatasan dalam mengimplementasikan strategi dalam upaya resilien tersebut. Oleh karena itu, ada beberapa hal yang perlu diperhatikan kembali yaitu jumlah sumber daya manusia yang dimiliki dan sistem budaya kerja online untuk jangka panjang, terutama terkait double meeting.
This research is motivated by the phenomenon of the Covid-19 Pandemic in Indonesia and the government which continues to issue changes to rules and policies to reduce the number of the Covid-19 pandemic. However, the policy changes made by the government to break the Covid-19 chain have created new problems for most of the organization's internal environment, including the Directorate General of P2P. This study aims to determine the resilience capability of an organization carried out by the Directorate General of P2P of the Ministry of Health during the Covid-19 Pandemic, through a qualitative approach, using the organizational resilience theory guidelines proposed by Hollnagel et. (2011). The data collection methods used were observation, interviews, documentation studies and literature studies. This study uses data analysis techniques through three stages, namely data condensation, data display, and drawing and verifying conclusions. The results of this study indicate that the Directorate General of P2P survived during the Covid-19 pandemic crisis which had an impact on the instability of organizational management, but there were still some shortcomings and limitations in implementing the strategy in this resilience effort. Therefore, there are several things that need to be reconsidered, namely the number of human resources owned and the online work culture system for the long term, especially related to multiple meetings.
