Faktor-Faktor Penentu Keberhasilan (Critical Success Factors) Implementasi E-Samsat Provinsi Jawa Barat
Abstrak
This research was appear by the phenomenon of the use of information technology in motor vechile tax payment services in West Java through E-Samsat. But in fact, there are still some problems in the implementation of the E-Samsat policy in West Java. The method used in this research is a qualitative research approach. The data collection techniques are carried out by observation, in-depth interviews, as well as documentation and literature studies. Then, the data validity technique was carries out by means of triangulation of sources and triangulation of teqhniques obtained based on the results of the data collection. The theory used in this study is based on Siddique's theory which explains that there are three main factors that can determine the success of e-Government policy implementation. The results of this research indicate that the critical success factors of E-Samsat in West Java Province have not been managed properly. This is because there are three factors that have not been managed properly. The three factors are the Strategic Planning factor, the Resource factor related to Human Resources (HR), and the Role Delineation and Accountability factor.
Penelitian ini dilatarbelakangi dengan adanya fenomena pemanfaatan teknologi informasi dalam pelayanan pembayaran pajak kendaraan bermotor di Jawa Barat melalui E-Samsat. Namun pada nyatanya, masih ditemukan beberapa permasalahan dalam implementasi kebijakan E-Samsat di Jawa Barat. Metode yang digunakan dalam penelitian ini adalah dengan pendekatan penelitian kulitatif. Teknik pengumpulan data dilakukan dengan observasi, wawancara mendalam, serta studi dokumentasi dan studi literatur. Kemudian, teknik keabsahan data dilakukan dengan cara triangulasi sumber dan triangulasi teknik yang didapatkan berdasarkan hasil pengumpulan data. Teori yang digunakan di dalam penelitian ini berdasarkan teori Siddique yang menjelaskan bahwa ada tiga faktor utama yang dapat menentukan keberhasilan implementasi kebijakan e-Government. Hasil penelitian ini menunjukkan bahwa faktor-faktor penentu keberhasilan E-Samsat Provinsi Jawa Barat belum dikelola dengan baik. Hal tersebut karena terdapat tiga faktor yang belum dikelola dengan baik. Ketiga faktor tersebut adalah faktor Perencanaan Strategis, faktor Sumber Daya yang berkaitan dengan Sumber Daya Manusia (SDM), dan faktor Delineasi Peran dan Akuntabilitas.
